The presiding judge is the honorable Mark Cullers. Cullers, a Democrat, is a graduate of George Washington University Law School. Before being appointed to the bench, he served in Fresno as a federal prosecutor. Cullers is also teaches as an adjunct at the San Joaquin College of Law.
